MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />basis for the City to approach Williams Pipeline to <br />participate in the cost of the project. Williams <br />merely holds an easement for their pipeline. The <br />Engineer also reported that roads must meet a certain <br />criteria before they can be designated as State Aid <br />roads. This section of Viking Drive could not meet <br />that criteria. The Enqineer also explained that when <br />Maplewood put in their water main project across the <br />highway, it was combined with a road reconstruction <br />project. In this case, the water main cannot be put in <br />the road right-of-way, or combined with road <br />reconstruction, thus saving restoration costs. <br />Scalze asked how the City has addressed other water <br />main assessments where there was only one side of the <br />street that could be assessed. Scalze pointed out that <br />there are other areas of the City that will be <br />difficult to assess for water, and pointed out that the <br />City has denied projects that it determines <br />unaffordable. <br />The Engineer asked about the quality of the well water <br />in the area. <br />Cal Sprain, 673 E. Viking Drive, indicated that their <br />water is terrible. The water has a foul odor, tastes <br />bad, is marginal for washing clothes. <br />Pedersen asked the cost of digging a well. <br />The City Engineer estimated a shallow well at about <br />$5,000. <br />John Hanna, 627 E. Viking Drive, reported that their <br />water is very poor for washing clothes. Hanna reported <br />that it is a bad situation that is turning worse. <br />Scalze reported that she has the same problem at her <br />home, but felt she would never get City water because <br />of the difficulty in bringing a main down her street. <br />Hanna felt that eventually the City will have to <br />provide City water for everyone. <br />Morelan asked if water main could be brought through <br />from County Road B-2 between two properties. <br />The City Engineer pointed out that an easement would <br />have to be obtained to do so, and this could probably <br />not be done without disturbing a good many trees. <br />Sprain asked if wells could be maintained even if water <br />main were installed.
