MINUTES <br />CITY COUNCIL/PARK AND RECREATION COMMISSION <br />MARCH 10, 1993 <br />redevelopment of Keller Parkway will be coming up soon, <br />and invited the Council to attend the next Park and <br />Recreation Commission meeting at which the County will <br />be making a presentation on this issue. Wehrle noted <br />the support that development of a bike path around <br />Gervais Lake received in the 1988 survey. <br />Hanson questioned the credibility of the survey that <br />was done in 1988 due to the tax increases which have <br />occurred since that time. <br />Wehrle pointed out that taxes were not low in 1988 and <br />the citizens supported a pathway around the lake at <br />that time. <br />Hanson thought there would be a physical problem <br />getting a pathway around the lake for the properties on <br />the north side. <br />Fasciana stated that he would like to hear the input of <br />the neighbor on this issue and suggested that there may <br />be some alternatives. <br />Wehrle reported that the intent at this time is to get <br />the jurisdictions involved to find out what the <br />County's plan is. After that point, there will be <br />public informational meetings with the neighbors. <br />Wehrle pointed out that there could be a number of <br />options presented by the County, one of which might <br />include one-way traffic around the lake with shoulders <br />on both sides. One-way traffic could be a detriment <br />for access by emergency vehicles and residents, <br />however, may be a positive in that it would limit <br />vehicular traffic around the lake. <br />Morelan asked if there were limitations on the use of <br />the Park Acquisition Fund. <br />It was pointed out that this fund is for the <br />acquisition of new park land, and Wehrle pointed out <br />that there are a couple of parcels under the powerline <br />that are needed to complete the City's linear park in <br />this area, there is the issue of payment of roadway <br />assessments for areas where park land abuts a roadway, <br />and there may be some participation costs to the City <br />for a Keller Parkway improvement. The Park Acquisition <br />Fund is a potential source of funding for these items, <br />and has also been considered a contingency fund by the <br />Commission. <br />Page 7 <br />
