MINUTES <br />CITY COUNCIL <br />MARCH 24, 1993 <br />resolution from the one before the Council. The first <br />is that the bond may be secured by either a mortgage or <br />letter of credit, the second is that the interest rate <br />will be 9%. The City Administrator recommended <br />approval of the resolution. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-3-75 - AUTHORIZING THE ISSUANCE OF <br />COMMERCIAL DEVELOPMENT REVENUE REFUNDING BONDS TO <br />REFINANCE A PROJECT UNDER MINNESOTA STATUTES, CHAPTER <br />469 (RLF OF MINNESOTA PROJECT) <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Scalze, Morelan, Hanson. <br />Nays (0). Resolution declared adopted. <br />AMENDING Council reviewed the proposed amendment to the By-Laws <br />FIRE of the Fire Relief Association which would allow for <br />RELIEF countersignature of checks by members authorized by <br />BY-LAWS the Board of Directors. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-3-76 - APPROVING THE AMENDMENT TO <br />BY-LAWS OF THE FIRE RELIEF ASSOCIATION AUTHORIZING <br />COUNTERSIGNATURE OF CHECKS BY MEMBERS AUTHORIZED BY THE <br />BOARD OF DIRECTORS AS REQUESTED BY THE FIRE RELIEF <br />ASSOCIATION <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Hanson, Scalze, Morelan. <br />Nays (O). Resolution declared adopted. <br />Scalze noted that there was another By-Law amendment <br />requested dealing with the use of miscellaneous <br />operating expenses. It was the consensus of the <br />Council to table action on that amendment until the <br />next Council meeting when the Council would have the <br />exact wording for review. <br />Scalze referred to discussion at the Fire Relief <br />Association meeting last evening regarding benefit <br />levels. Scalze suggested that the City Administrator <br />or City Auditor do some study in this area to find out <br />the fairest benefit level to provide for fire <br />fighters. Scalze also indicated that it is her <br />understanding that the City of Maplewood has a <br />five-year plan in place on this issue so that it does <br />not need to be discussed every year and so fire <br />fighters have some idea of future benefit levels. <br />Scalze suggested that the City Administrator obtain <br />information on Maplewood's plan. <br />Page 6 <br />
