MINUTES <br />CITY COUNCIL <br />MARCH 24, 1993 <br />PARK & The City Administrator reported that a workshop of the <br />RECREATION City Council was held on Monday evening to discuss the <br />DIRECTOR - one year evaluation of the Park & Recreation Director. <br />ONE YEAR The Administrator reported that the Park & Recreation <br />EVALUATION Director is a good employee of the City and it was <br /> determined that there are some goals for that position <br /> that need some additional attention. These goals are <br /> outlined in the City Administrator's written <br /> performance evaluation dated March 22, 1993. The <br /> Administrator reported that his recommendation is that <br /> there be no salary increase at this time for the <br /> position until a 5-goal sub-set is accomplished. If <br /> those goals are accomplished by June 22, 1993, the <br /> recommended salary increase would be to $33,528 <br /> retroactive to March 1, 1993. If the goals are not met <br /> by that date, the salary increase would take place at <br /> the time of accomplishment. The Administrator also <br /> recommended a salary increase to $35,642 at January 1, <br /> 1994 if goals continue to be achieved and performance <br /> is satisfactory. This recommendation would establish a <br /> two-year salary structure similar to what has been done <br /> £or other City employees. <br /> Hanson stated that the evaluation meeting was very <br /> constructive and productive. <br />Scalze agreed, and pointed out that the full-time <br />position of Parks and Recreation Director is an <br />evolving one and it will take some time to firmly <br />establish the objectives of the position. Scalze felt <br />the workshop helped identify expectations. Scalze <br />stated that she would like to act on the salary <br />recommendation of the City Administrator separately. <br />Scalze indicated that the Council agreed on a wage <br />scale a year ago and felt that wage scale should remain <br />in place for two years. Scalze was concerned with the <br />perception of the public in adjusting the wage scale at <br />this point. Scalze pointed out that the City <br />Administrator is recommending a$1,000 increase in the <br />first year and second year steps on the wage scale that <br />was adopted last year. Scalze indicated that she had a <br />problem with adjusting that scale at this point, noting <br />that it was not the scale that was used when the City <br />was interviewing for the position. <br />LaValle indicated that he shared Scalze's concerns, but <br />pointed out that the salary recommended by the City <br />Administrator falls within the guidelines of the <br />Stanton Report and the competitive market. Therefore, <br />he would support the recommendation of the City <br />Administrator. <br />Scalze pointed out that the job is still evolving and <br />Page 7 <br />
