MINUTES <br />CITY COUNCIL <br />MARCH 24, 1993 <br />Hanson pointed out that this action would be based on <br />the recommendation of the City Administrator, and <br />pointed out the discussion on Monday by the Council of <br />not wishing to micro-manage the Administrator's <br />position. <br />The City Administrator indicated that he felt the goals <br />that are outlined in his memo are measurable and it <br />should be easy to determine whether or not they have <br />been achieved. <br />LaValle quoted a portion of the Administrator's written <br />evaluation which indicates that in November the Parks & <br />Recreation Director's performance was rated as <br />satisfactory to above average based on the expectation <br />for completion of a couple of goals. The Administrator <br />indicated that he felt the goals listed in the memo <br />were attainable, and achievement of those goals will <br />make the City's parks and recreation programs for the <br />City even better. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-3-78 - APPROVING THE SALARY <br />RECOMMENDATIONS FOR THE POSITION OF PARKS AND <br />RECREATION DIRECTOR AS RECOMMENDED BY THE CITY <br />ADMINISTRATOR IN HIS MEMO DATED MARCH 22, 1993 AFTER <br />FURTHER DETERMINATION BY THE CITY ADMINISTRATOR THAT <br />TAE GOALS OUTLINED IN HIS MEMO HAVE BEEN ACHIEVED <br />The foregoing resolution was duly seoonded by Pedersen. <br />Ayes (3) LaValle, Pedersen, Aanson. <br />Nays (1) Scalze. <br />Abstains (1) Morelan. Resolution declared adopted. <br />Scalze indicated that both the Parks & Recreation <br />Director and the City Administrator have done a good <br />job in this tough evaluation process, and she felt that <br />it has gone quite well. <br />3% GAMBLING The City Administrator reported that in 1992 the City <br />TAX collected $60,416 in 3% gambling enforcement tax. City <br />expenses during that time period totalled just over <br />$27,000. A portion of these expenses were one-time <br />costs associated with drafting the ordinance and <br />purchase of some office and computer equipment. Based <br />on the collection rate during 1992 and the carry-over <br />balance, City staff is recommending that the 3% tax be <br />reduced to 2%. The Administrator pointed out the <br />necessity to carry-over the 1992 balance given the <br />uncertainty of gambling costs during 1993. The <br />Page 9 <br />
