MINUTES <br />CITY COUNCIL <br />MARCH 24, 1993 <br />has not reached the point where she would feel <br />comfortable with comparing it with similar positions in <br />other cities. Scalze indicated that the $1,000 <br />increase in scale recommended by the Administrator is <br />not a big deal, but she had concern with public <br />perception in increasing the sale at this point. <br />The City Administrator indicated that it was his <br />recollection that the Council did not establish a <br />salary scale for the position. The position was <br />advertised with a starting salary in the $26,000 to <br />$34,000 per year range. At the time the Parks and <br />Recreation Director was hired, the Council indicated <br />that a minimum adjustment of $1,000 plus a cost of <br />living adjustment (COLA) would be made in one year <br />based on satisfactory performance. The proposed <br />adjustment to be considered tonight is still lower than <br />that top starting salary advertised for the position. <br />The Administrator pointed out that the Council did not <br />indicate that the minimum adjustment of $1,000 plus <br />COLA was a maximum. <br />LaValle stated that he was comfortable with the <br />recommendation of the City Administrator, pointing out <br />that the City Administrator works with the Parks and <br />Recreation Director on a day-to-day basis. LaValle <br />felt the evaluation that was done was excellent. <br />Morelan pointed out his relationship to the Parks and <br />Recreation Director and assured that public that that <br />relationship would in no way impair his opinion. <br />However, after giving the matter considerable thought, <br />and even though there is no legal reason for <br />abstaining, Morelan indicated that he would abstain <br />from discussion or voting on any action on this matter. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-3-77 - ACCEPTING THE RECOMMENDATION <br />OF THE CITY ADMINISTRATOR REGARDING THE FIRST YEAR <br />PERFORMANCE EVALUATION OF TAE PARKS AND RECREATION <br />DIRECTOR EXCLUSIVE OF THE SALARY RECOMMENDATION <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Scalze, Pedersen, LaValle, Hanson. <br />Nays (0). <br />Abstains (1) Morelan. Resolution declared adopted. <br />Scalze again commented on the public perception to <br />raising the salary scale for the Parks & Recreation <br />Director position by $1,000 for the first and second <br />year steps. <br />Page 8 <br />
