MINUTES <br />CITY COUNCIL <br />MARCH 24, 1993 <br />LaValle reported that he has driven the Lake Street <br />area several times over the last few weeks and has <br />never met a car on that street, therefore believed that <br />there was little back and forth traffic on Lake 5treet. <br />The City Administrator referred to page 14 of the <br />Council's agenda which is part of the residential <br />street information put together by the American Society <br />of Civil Engineers regarding street widths for access, <br />subcollector, and collector streets. The Administrator <br />felt that based on the comments made regarding Lake <br />Street a 26 foot road width would be adequate in this <br />type of situation. The Administrator indicated that <br />his biggest concern with a 26 foot width is snow <br />storage plus the impact of on-street parking during the <br />winter. The Administrator felt that a 26 foot width <br />had a chance of working for streets with less than 200 <br />trips per day. <br />Pedersen felt that some neighborhood streets looked too <br />wide. Pedersen felt that safety was the first issue <br />that needed to be addressed regarding street width, but <br />once safety is addressed, aesthetics had to be <br />considered as well. <br />Hanson asked the width proposed for Costa Lane. <br />The City Administrator reported that right now a 32 <br />foot width is proposed, however, suggested that the <br />Council consider reducing that to 30 or 28 feet. <br />Scalze pointed out that Valento Lane and Ontario Road <br />are under 30 foot widths and the widths do not appear <br />too narrow when driving on these streets. <br />The City Engineer pointed out that Rosewood Drive is 32 <br />feet wide, and one does not get the feeling that the <br />street is too wide when driving it. The Engineer <br />pointed out that if the width o£ Costa Lane is reduced, <br />there would be a savings of $6.00 per foot for 2 foot <br />width reduction. The Engineer indicated that there is <br />no place for children to play, therefore, a reduction <br />in street width will reduce driver reaction time when <br />children are playing in the street. <br />The City Administrator did not believe a two foot <br />reduction in street width would result in a dramatic <br />reduction in the safety factor on the street given <br />traffic speeds on these streets. It was also pointed <br />out that Pioneer Park is located just a block from <br />Costa Lane, thus giving children somewhere to play <br />rather than the street. <br />LaValle pointed out that unless there is oncoming <br />traffic, drivers will drive down the middle of the <br />street. <br />Page 3 <br />
