MINUTES <br />CITY COUNCIL <br />MARCH 24, 1993 <br />allow for parking on one side of the street on a 32 <br />foot wide road. <br />Scalze noted that the City used MSA funds to help pay <br />for the cost of improving LaBore Road. These funds are <br />not available for improving Allen Avenue. <br />The Engineer noted that City policy has been to require <br />a minimum road width of 32 feet. <br />Pedersen asked if this has been City policy why are <br />most of the streets in Little Canada 28 to 29 feet <br />wide. Pedersen indicated that it does not sound like <br />this has been a City policy. <br />The City Administrator replied that it is obvious that <br />the policy was not utilized. <br />Scalze did not believe that Al1en Avenue should be <br />reconstructed to a 32 foot width without assistance in <br />some fashion. <br />The City Administrator reported that a lot of this will <br />depend on how the Council structures the cost of road <br />reconstruction. The Council could opt for a flat rate <br />per street width assessment, or could opt for absorbinq <br />part of the cost of any street reconstructed to a 32 <br />foot width. <br />The majority of the Council supported a width of 30 <br />feet for Vanderbie Road, 32 feet for Allen Avenue, and <br />28 feet for Costa Lane running north and south. <br />The City Administrator reported that Nadeau Road will <br />be reconstructed to a 26 foot width given that there <br />will be no parking allowed on either side of the <br />street. <br />Morelan referred to his letter dated March 1, 1993 <br />regarding financing of street reconstructions. <br />Scalze indicated that while appreciative of the effort, <br />she could not support the recommendations contained in <br />the letter. The rest of the Council concurred. <br />The City Administrator reviewed a cost analysis of the <br />Vanderbie/Al1en project based on actual bids received <br />for the project as well as projected contingency <br />factors, engineering costs and financing costs. The <br />Administrator pointed out that the City's appraiser <br />gave the City a formula for determining assessment <br />rates that would be supported by the benefits received <br />test. That formula resulted in an initial supportable <br />assessment rate of $57.37 per foot utilizing <br />preliminary costs. Based on the actual bid <br />Page 6 <br />
