MINUTES <br />CITY COUNCIL <br />MARCH 24, 1993 <br />circumstances have chanqed from when it was originally <br />classified. The City Administrator suggested three <br />categories of City streets, an access street, a <br />subcollector street, and a collector street. Street <br />widths to be considered for an access street may be 26 <br />or 28 feet, 30 feet for a subcollector, and 32 for a <br />collector. The Administrator requested that the <br />Council set the standards so they can be used at the <br />pre-construction conference for the 1993 projects. <br />The Council again discussed the width that would be <br />acceptable for an access street and the majority of the <br />Council supported 28 feet for an access street. An <br />access street would be one that generates less than 250 <br />(possibly 200) trips per day, based on less than 10 <br />trips per day for a single-family home. Council also <br />felt that a 30 foot width was needed for a subcollector <br />street and 32 foot width for collector street. Morelan <br />recommended that when a street is classified, some <br />traffic analysis be done to justify the classification. <br />Council then discussed Costa Lane and whether it was <br />possible to reduce the width of that street from the <br />32-feet that is proposed. It was pointed out that the <br />street stubs in from DeSoto Street are 32-feet in <br />width, therefore, any reduction in street width would <br />be better occurring at the corners of the "horseshoe" <br />and affecting the length of Costa Lane running north <br />and south. The majority of the Council supported a 28 <br />foot width for Costa Lane running north and south and <br />instructed the City Administrator to contact the <br />developer to determine whether or not this reduction is <br />acceptable. <br />Council discussed the widths for Allen Avenue and <br />Vanderbie Road. Hanson indicated that he viewed Allen <br />Avenue as more of a thoroughfare. <br />LaValle suggested the need for a bike path along Allen <br />Avenue. <br />Scalze felt if a bike path were developed along the <br />street, the City should contribute the additional cost <br />that would be generated because of the bike path. <br />The City Administrator pointed out that the City paid <br />the additional cost of widening DeSoto Street from 32 <br />to 36 feet. <br />Pedersen pointed out that today Al1en Avenue does not <br />need a 32 foot width, however, the City is planning for <br />the future. <br />The City Engineer pointed out that LaBore Road was <br />built with a 32 foot width, and that MSA standards <br />Page 5 <br />
