Minutes <br />City Council <br />April 7, 1993 <br />The Engineer stated that years ago counties used to use <br />reclamation, but since then cold and place recycling has <br />been found to be more economical since the materials can be <br />mixed up at the plant and then brought out to the site. <br />The City Administrator stated that Noel, Jackson and <br />Lakeshore would be good candidates for recycling. Ryan <br />Industrial Park would be at risk for recycling due to its <br />deterioration. <br />Morelan stated that a 100% assessment on overlay projects <br />sounded good to him. The other Council Members agreed. <br />The City Administrator explained item 4 on page 11 <br />pertaining to the credit for unused life. He stated that <br />this situation should be rare, but it was encountered on <br />DeSoto Street. He felt that the Council may want to be more <br />specific in this area so people will not try to claim life <br />on every project the City decides to reconstruct. <br />The Administrator stated that he wanted to emphasize item 5 <br />which states that on deteriorated streets, no preventative <br />maintenance shall be performed except at the sole expense <br />and request of adjoining property owners. He felt this item <br />made sense. Pedersen stated that he did not agree with this <br />statement since it is more or less telling them that the <br />City will let them have bad roads as long as they pay for <br />it. The Administrator stated that a period could be added <br />after the word performed so that there would be no option <br />for them to address that concern. Scalze felt that <br />maintenance should not be performed on any street without <br />the consent of the City. Pedersen felt the City Council <br />should have the ultimate decision on any City road. No <br />private work should be allowed to be done without the <br />approval of the City. <br />Morelan felt even with this statement in the policy the <br />Council could make the ultimate decision. He felt that the <br />statement actually says that if the Council elects to let <br />reconstruction go a year or so, the property owners would <br />pay for any maintenance costs. Mayor Hanson felt that once <br />all City streets are brought up to a certain standard, <br />preventative maintenance should be performed and the street <br />should not get to the point of deterioration. <br />-10- <br />
