He stated that he saw wording in some <br />policies relating to a petition deadline of September 1 of <br />the year prior to installation of an improvement. The <br />Engineer stated that typically people do not realize that <br />there are certain steps which must be followed for an <br />improvement project to commence. Therefore, the improvement <br />cannot be started that same year it is petitioned for. The <br />Engineer felt the September 1 deadline would clarify this <br />issue. <br />LaValle stated that he did not agree with this item in <br />emergency situations such as an area which had a group of <br />wells run dry and they wanted to install City water. He <br />felt the September 1 deadline would not apply in that <br />situation. Scalze felt that it would be wise to leave the <br />language out pertaining to the September 1 deadline. <br />Morelan asked about the language that stated 35% or more <br />under page 9, A1. Morelan asked if "of the affected <br />frontage" was speaking of lineal feet or lot. The <br />Administrator stated that it was referring to lineal <br />footage. The Administrator stated this item would be <br />clarified in the policy based on the statutory requirement. <br />The City Administrator stated that page 10, C3 referring to <br />a rehabilitated urban street is essentially talking about an <br />overlay situation. He stated that a rate needs to be <br />inserted here. The Engineer felt that a flat rate should <br />not be set for an overlay situation due to the different <br />street widths, different amount of patch work required, etc. <br />Scalze stated that the policy could be changed in the future <br />if it is not working. She felt that Council is trying to <br />cover every situation and cannot reach an agreement due to <br />this. The Engineer stated that they are looking for a <br />general guideline to be used. <br />The Engineer stated that there are basically two types of <br />overlay. The first is a cold and place recycling overlay <br />which would take a road that had six inches of bituminous <br />and 4 1/2 inches of that bituminous would be chopped off. <br />Oil would then be added to the bituminous, it would be <br />re-compacted, and then a 1 1/2 inch averlay would be done. <br />The second would be a reclaimer where four inches of <br />bituminous would be ground, mixed with the aggregate base, <br />and turned into a new aggregate base; then two lifts of <br />bituminous would be added depending on the traffic. <br />-9- <br />
