Minutes <br />City Council <br />April 7, 1993 <br />The City Administrator felt that on page 13, "G" should be <br />deleted since "G" and "B" are similar in nature. <br />Page 14, B1, relates to what the Engineer was talking about <br />earlier relating to the apartment issue. It was the <br />consensus that New Hope's assessment policy pertaining to <br />apartments would not work in Little Canada. The <br />Administrator stated that this section would be modified and <br />presented to the Council for their consideration. <br />The City Administrator stated that park land assessment is <br />addressed on page 8, number 5. He indicated that this land <br />is to be assessed on the same basis as other privately owned <br />land. The Administrator felt it would be assessed based on <br />the type of street improvement going in there. He felt that <br />if it was a commercial street, it would be assessed a <br />commercial rate. <br />Morelan asked how a commercial corner lot would be <br />assessed. The policy reads that "No corner lot or other <br />allowance shall apply to these properties." Therefore, they <br />would pay the commercial rate on all road frontage. <br />Pedersen asked if NSP would be assessed if their easement <br />crossed a road scheduled for an improvement. The Engineer <br />stated that they would be assessed since NSP could abandon <br />the easement like the railroad has done leaving buildable <br />lots. <br />The City Administrator stated that on page 15, B2, the <br />unapproved property deferral should be cleaned up. Scalze <br />asked how the hardship would be defined. The Administrator <br />felt that the HUD poverty guidelines should be used. We <br />will tie this in to our existing ordinance. <br />Pedersen asked if the flat rate was part of the policy. The <br />Administrator indicated that it has not been added yet. <br />Scalze asked if the definitions for street design <br />classifications would be incorporated into the policy. The <br />Administrator stated that they could be added under the <br />design standards section. <br />Morelan stated that he would like to see a map of the City <br />streets and how they would fall under the classifications <br />not just on existing streets, but on future streets as <br />well. The Administrator stated that he would get a <br />classification map together. <br />-12- <br />
