Minutes <br />City Council <br />April 7, 1993 <br />Morelan stated that the definitions for rural and urban <br />streets on page 8 should say does not meet current design <br />standards instead of does not meet City design standards. <br />It was felt that Municipal State Aid should also be spelled <br />out in the policy. <br />The Administrator stated that changes will be made to the <br />policy and it will then be given to the Attorney before it <br />goes back to the Council. <br />Morelan stated that on page 7 where it talks about violating <br />the special benefit principle, he did not feel that the <br />special benefit principle has been defined in the document. <br />It was suggested that this principle be tied into the <br />statement in Section 2, Item 4. <br />Scalze asked if the assessment policy for odd shaped lots <br />would fit Gilandre Lane. She said that there are odd shaped <br />lots on that road and there is no right-of-way. She felt <br />that those residents should not receive special privileges. <br />Mayor Hanson felt that it would be conceivable that they <br />would not be assessed. The City Administrator stated that <br />he would look into this situation. <br />On page S1, number 5 where it talks about when a street has <br />reached or surpassed its expected life, no additional <br />preventative maintenance shall be performed, Morelan asked <br />if this is what the Council really means.
