Minutes <br />City Council <br />April 7, 1993 <br />needed to be comparable to LaBore Road in width. The <br />consensus of the Council was to keep Allen west at 32 feet <br />in width. <br />The Engineer stated that many communities have begun to <br />address their street reconstruction policies. He stated <br />that he gave the Administrator three to four different <br />street assessment policies to review. The Engineer <br />indicated that the Administrator has taken a major portion <br />of New Hope's street assessment policy and combined it with <br />what Little Canada had before under their assessment policy <br />to arrive at the new street assessment policy for Little <br />Canada. However, there are still some items which must be <br />decided on with regard to the proposed policy. <br />The Engineer stated that an example of this is that the <br />policy currently breaks down assessable footage on a <br />different style rate for residential verses commercial. <br />Therefore, a street assessable footage must be created for a <br />residential and a different one for commercial streets. He <br />stated that they have been discussing $30 to $45 a foot for <br />residential streets. He stated that the policy also looks <br />at things like how to determine an assessable front <br />footage. It takes into account odd-shaped lots, corner lots <br />and lots on cul-de-sacs. <br />The Engineer also stated that a decision must be made on <br />what to do with apartment complex areas. He stated that <br />there may be only 200 units which only take up 200 feet of <br />£ootage on a street. In the past, those 200 units would <br />have only been assessed for 200 feet of footage. He stated <br />that they have found that a resident of an apartment unit <br />may generate six trips a day. A resident of a single family <br />home may generate ten trips a day. He stated that a <br />different percentage may want to be used to assess <br />apartments. He felt that a formula should be developed for <br />assessing apartment complexes. <br />LaValle stated that 70-80% of the units of multiple family <br />dwellings are occupied by one person. He felt that in a <br />single family home, that number is increased. The Engineer <br />agreed and stated that this is how they came up with an <br />average of six trips a day for apartment residents and ten <br />for single family homes. <br />-6- <br />
