MINUTES <br />CITY COUNCIL <br />APRIL 14, 1993 <br />property at 34 East Little Canada Road. The judge <br />indicated that the claims of the City were <br />substantiated by the testimony presented, and that the <br />claims of the property owner had no substance. The <br />Attorney reported that there is a 30-day stay before <br />the judgment goes into effect. During that time the <br />property owner can begin the appeal process. <br />PARTIAL Pedersen noted that partial payment of assessments is <br />PAYMENT OF allowed provided that the City's assessment ordinance <br />ASSESSMENTS allows for this. Without objection, the Council <br />directed the City Attorney to prepare an ordinance <br />amendment which would allow for partial payment of <br />assessments. <br />1993 PROJECT The City Engineer reported that Frattalone Excavating <br />SCHEDULE will begin construction of Costa Lane next week, with <br />the Vanderbie/Allen, Nadeau Road, and Edgerton water <br />main projects following shortly. Affected residents <br />will get notices about the construction commencement as <br />well as other details. The Engineer reported that the <br />contractor will maintain access for the residents as <br />well as emergency vehicles. If there are any temporary <br />road closures, emergency service providers will be <br />notified. <br />The Council asked that the City Engineer ensure that <br />emergency service providers be kept up-to-date on the <br />access situation. <br />The City Administrator pointed out that during the <br />Edgerton water main hearing there were questions about <br />existing copper water lines and connection of those <br />lines to the water main. The City will be unable to <br />make the actual connection to these lines for the <br />homeowner, but will provide the homeowner with <br />approximate locations of those lines, if this <br />information is available, to assist their contractor in <br />connecting. The Public Works Department is <br />recommending that pressure tests be required on these <br />lines to ensure their adequacy. <br />RELIEF The City Administrator presented the Council with a <br />ASSOCIATION By-Law wording change which has been adopted by the <br />BY-LAWS Fire Department Relief Association. It is the <br />understanding of the City that no action is required on <br />the part of the Council with regard to this change. <br />The City Attorney replied that this was his <br />understanding. <br />Page 16 <br />
