MINUTES
CITY COUNCIL
APRIL 14, 1993
RECOGNITION Mayor Hanson indicated that he would like to recognize
OF all volunteers that serve in any capacity for their
VOLUNTEERS efforts. Hanson reported that the Cancer Society Fund
Drive is currently underway. Volunteers will be
contacting City residents, and Hanson asked that these
volunteers be recognized for what they are doing.
CLEAN-UP Hanson reported that the City will be holding a clean-
DAY up day on May 8th, and asked that anyone interested in
volunteering to assist in clean-up day contact the
City's Public Works Department. Hanson also reported
that the Council Members may be challenged by the
City's Planning Commission. Planning Commissioners are
organizing a pick-up effort that day and may be
challenging the Council to join the effort.
VIKING DRIVE The Mayor opened the continuation of public hearing to
WATER MAIN consider the improvement of Viking Drive from Edgerton
IMPROVEMENT to County Road B-2 by water main. This hearing was
HEARING continued from March 24, 1993.
The City Engineer reported that total project costs
have been estimated at $96,500 for an 8-inch water main
which would serve 8 lots. This cost results in an
estimated assessment of $12,063 per lot. Since the
last meeting the Engineer reported that he looked at
running the water main connection north and south along
one of the property lines from County Road B-2. Due to
the number of trees in the area, retaining walls on
some of the properties, and topography, the Engineer
did not anticipate a cost savings using that route.
The Engineer also pointed out that there is a
system-wide benefit by extending the water main from
Edgerton up to Viking Drive. Therefore, the $96,500
figure remains the estimated project cost.
The Engineer reported that the question remains as to
whether City assistance can be provided in this project
to bring the costs to a more affordable level for the
residents. The City Administrator has reviewed past
assessment history and has put together some options
for consideration. The Engineer reported that the City
has also looked at a number of areas where the same
situation may arise in that it would be difficult to
finance a water main improvement project. The Engineer
listed these areas which are outlined on pages 11 and
12 of the Council agenda pointing out that total
Page 2
