MINUTES <br />CITY COUNCIL <br />APRIL 14, 1993 <br />project costs are estimated at $1.3 million. <br />Therefore, whatever assessment decision is made this <br />evening will set precedent for these future projects. <br />Hanson pointed out that the estimate is based on a per <br />foot assessment of $65, and the City cannot be sure <br />that the rate will remain the same. <br />Scalze pointed out that whatever is done in this case <br />will definitely set a precedent for future water main <br />improvements. <br />Morelan asked if it were possible to assess the State <br />and/or Williams Pipeline as part of the project. <br />The City Administrator did not believe so due to the <br />need to prove benefits received. The Administrator <br />reported that the City is currently talking with the <br />State Highway Department about the improvement of the <br />Viking Drive roadway. Since this is technically still <br />the State's roadway, the City is attempting to get the <br />5tate to participate in the cost of upgrading the road. <br />Morelan pointed out that the City is currently working <br />on the road assessment policy, and it looks like the <br />City will be picking up a substantial amount of road <br />reconstruction costs when there is only one side of the <br />street to assess. <br />Hanson asked about the assessment of the Palmen <br />property for utility improvements. <br />The City Administrator replied that this was not <br />handled as a public improvement and the developer paid <br />100% of the costs. The same is true in the case of <br />Gardner Bros. on County Road D and the running of water <br />main to their property. The Administrator reported <br />that the rest of County Road D was assessed on an 80/20 <br />basis. The Administrator reported that in the case of <br />the Edgerton water main project, it appears that the <br />city will be contributing about 35% of the cost of that <br />project due to the system-wide benefit that will be <br />achieved in looping the system that serves the <br />northeast quadrant of the City. <br />Hanson pointed out that when water main was initially <br />installed in the City it was at a cost of $6.50 per <br />front foot. Hanson asked the effect of applying the <br />CPI to that figure. <br />The City Administrator reported that using the index <br />contained in the Engineer's Newsletter Digest for the <br />period of 1970 to 1993 brings the $6.50 amount to <br />$24.05 per lineal foot. <br />Page 3 <br />
