MINUTES <br />CITY COUNCIL <br />APRIL 14, 1993 <br />Rector asked if the City would assume the cost <br />difference between a 6-inch line and 8-inch. <br />Morelan stated that this was his proposal. <br />Rector asked if the Fire Department could connect to a <br />hydrant on County Road B-2 to fight a fire on Vikinq <br />Drive. <br />Morelan reported that it could be done, but it was not <br />a desirable situation. <br />Scalze asked about running a water main from B-2. <br />The City Engineer reported that to loop the line to <br />County Road B-2 would cost $17,000 per lot and there <br />would be little of assessable footage. <br />The City Administrator pointed out that the terrain on <br />the east end of Viking Drive changes dramatically, <br />therefore, it would be tough to provide water main to <br />the undeveloped property to the east. <br />Hanson estimated the cost of a new well at $5,000 and <br />suggested that this figure be used as a starting point. <br />LaValle pointed out that with 35% participation on the <br />part of the City, the water main project would cost <br />$7,840 per lot. <br />Mr. Gustafson asked about a 50% participation by the <br />City since there is only one side of the street that <br />can be assessed. <br />The City Administrator replied that it was difficult <br />recommending a 50% participation rate by the City based <br />on what the City has done in the past. The <br />Administrator noted that there has to be equity to what <br />people were assessed for earlier projects. The <br />Administrator indicated that the City needs to find a <br />balance to what is acceptable to the property owners <br />and what is equitable to the rest of the City. <br />Cal Sprain, 673 Viking Drive, pointed out that as time <br />goes on the quality of water from private wells will <br />decline, pointing out that residents have already <br />commented about the decline in their water over the <br />last 5 to 10 years. Sprain felt that if water quality <br />continues to decline, it may reach the point where <br />cities will be required to provide water to all <br />properties. Sprain indicated that another issue is <br />whether water main costs could be shared with a street <br />improvement project, as well as whether Williams Bros. <br />Page 6 <br />
