MINUTES <br />CITY COUNCIL <br />APRIL 14, 1993 <br />Jim Gustafson asked if the City would force the water <br />main project should Viking Drive be reconstructed in <br />the future. <br />Hanson pointed out that an improvement that is <br />petitioned for requires a 3/5ths vote of the Council <br />for passage, while one that is initiated by the City <br />requires 4/5ths vote. <br />Morelan also pointed out that the City would have to <br />prove benefits received. <br />Gustafson asked if it were possible to combine this <br />project with others in the City to reduce the cost. <br />The City Engineer pointed out that the estimates being <br />discussed this evening are based on the actual unit <br />prices bid for 1993 improvement projects. The project <br />could achieve about a 5% savings by combining it with <br />other projects planned for 1993. <br />Pedersen pointed out that the improvement costs only <br />involve bring water main up to the property line. <br />There would be additional costs for running connections <br />from the main to the houses. <br />Gustafson asked if it were possible to get <br />participation from Williams Bros. or the State in this <br />project. <br />The City Administrator did not believe so. He pointed <br />out that Williams Bros. is operating on an easement <br />which they have already paid for. Again, the City is <br />working with the staff to try to get their cooperation <br />in the upgrading of Viking Drive. The Administrator <br />again indicated that Waivers of Right to Appeal are <br />necessary for the project to proceed due to the <br />benefits received issue. <br />Ernie Salmon, 655 Viking Drive, indicated support for <br />the water main project noting that the cost will never <br />decrease. <br />Caroline Hanna, 627 Viking Drive, reported that they <br />are trying to sell their house, and are finding the <br />lack of City water to be an issue. Hanna stated that <br />they are willing to support the water main improvement <br />to help in the sale of their home. Hanna pointed out <br />that this is an issue for the other property owners on <br />the street to remember. <br />Joanne 5prain reported that they purchased their house <br />about 6 years ago and the water has deteriorated in <br />that time. <br />Page 9 <br />
