MINUTES <br />CITY COUNCIL <br />APRIL 14, 1993 <br />Scalze asked the time frame for getting a project such <br />as this in for 1993. <br />The City Engineer replied that if the project is <br />ordered within the next couple of weeks it will be <br />constructed during 1993. <br />The Council noted that the property owners will have to <br />be 100% in favor of the project and willing to sign <br />Waivers of the Right to Appeal, before the project <br />would be ordered. <br />The Council discussed the City's participation rate in <br />the project, and it was the consensus of the Council to <br />support a rate of 20% for the City's share of the cost, <br />which would result in a cost to the property owners of <br />approximately $8,700. <br />Gustafson asked about the possibility of reconstructing <br />Viking Drive, and if the residents would get hit for <br />another assessment for a reconstruction project. <br />The City Administrator reported that the City has been <br />working with the State on this issue for several <br />months, and did not anticipate an answer to this <br />question for quite some time. At some point in the <br />future, water will need to be done on this piece of <br />road. No definite plans exist at this point in time. <br />The Administrator pointed out that it is likely that it <br />will be possible to overlay Viking Drive, rather than <br />go to a total reconstruction, which will bring down the <br />cost considerably. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-4-84 - CONTINUING THE PUBLIC HEARING <br />ON THE VIKING DRIVE WATER MAIN IMPROVEMENT PROJECT <br />UNTIL APRIL 28, 1993 AT 7:30 P.M. AND INSTRUCTING CITY <br />STAFF TO SEND A SURVEY OUT TO THE AFFECTED PROPERTY <br />OWNERS TO DETERMINE WHETHER OR NOT TAEY ARE IN FAVOR OF <br />THE IMPROVEMENT GIVEN THAT THE CITY HAS AGREED TO A 20% <br />CITY PARTICIPATION RATE IN THE PROJECT AS WELL AS THE <br />COST OF 200 FEET OF WATER MAIN ON EDGERTON TO VIKING <br />DRIVE, WHICH RESULTS IN AN ESTIMATED COST TO PROPERTY <br />OWNERS OF $8,742.25, AND DETERMINING WHETHER OR NOT THE <br />PROPERTY OWNERS ARE WILLING TO SIGN WAIVERS OF THE <br />RIGHT TO APPEAR SPECIAL ASSESSMENTS, AS WELL AS <br />PROVIDING THE NECESSARY EASEMENTS AT NO COST <br />The foreqoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Pedersen, Morelan. <br />Nays (0).
