MINUTES <br />CITY COUNCIL <br />APRIL 19, 1993 <br />Pedersen felt that improvements to a property did not <br />always raise the value of the property, but were <br />sometimes necessary just to maintain the property's <br />current value. Pedersen again stated that he did not <br />want the City's assessment rate to be on the low side <br />because of concern that property owners will appeal <br />their assessments. <br />Morelan stated that he liked the 80/2o assessment <br />ratio, but could support 90/10. <br />LaValle felt 90/10 was a little high, and suggested <br />85/15. <br />Scalze and Pedersen indicated that they would support <br />90/10. <br />Morelan pointed out that in applying the 90/10 to the <br />Lake Street project at a 28 foot width and taking out <br />the 10% increase, the assessment rate comes to <br />approximately $39.28 per front foot. <br />Nagle reported that Lake Street residents will not <br />support the project at $39 per front foot and indicated <br />that the City will not have to worry about court if the <br />City does not force the project. <br />Scalze felt that whatever is done with Lake Street will <br />have to be done with Brooks Avenue, pointing out that <br />residents along both streets do not support <br />reconstruction projects on their street. <br />The City Administrator indicated that at some point the <br />projects may have to be forced. The question is at <br />what rate is the City comfortable in forcing the <br />project. <br />LaValle, Morelan and Hanson indicated that they could <br />support an 85/15 assessment rate. <br />Hanson pointed out that he discussed the Viking Drive <br />water main project after the last meeting with a couple <br />of residents. It appears that based on discussed at <br />the meeting, the City would be picking up 27.5% of the <br />cost. <br />The City Administrator replied that this was correct <br />since in addition to the City picking up 20% of the <br />cost of the project, the City has also agreed to pick <br />up the cost of running 200 feet of the water main from <br />Edgerton to Viking Drive. <br />The Administrator pointed out the need to do some <br />Page 6 <br />
