MINUTES <br />CITY COUNCIL <br />APRIL 19, 1993 <br />equalization to address the single frontage factor or <br />other unique characteristics which could reduce <br />assessable front footage. The Administrator explained <br />that a quick analysis of some of the City's streets was <br />done, and based on that analysis he was recommending a <br />75% cutoff for use of the modifying factor for <br />assessable footage. <br />The City Administrator also pointed out that a decision <br />must be made on finalizing the formula for assessing <br />apartment complexes. <br />Morelan asked what the City considers to be an urban <br />street. <br />The City Administrator reported that anytime a street <br />is reconstructed, the City will attempt to reconstruct <br />to urban design. <br />Morelan suggested that in some cases the surmountable <br />curbing should be allowed. <br />It was noted that County roads are construction to <br />rural standards. <br />Morelan pointed out that the policy does not address <br />rehabilitation of rural streets. <br />The City Administrator pointed out that on page 4 the <br />policy indicates that the existing road section will be <br />maintained if it has adequate life in it to maintain. <br />The Administrator pointed out that Jackson Street and <br />Noel Drive are examples of streets with enough life <br />left in them to warrant overlays rather than <br />reconstruction. <br />Nagle asked if residents could petition for a rural <br />section roadway. <br />The City Administrator replied that the City could <br />consider such a petition, but staff's recommendation is <br />that rural sections not be maintained if a rural <br />section doesn't make sense. The Administrator reported <br />that if staff is doing its job, it would recommend <br />maintaining a rural section for a street before anyone <br />even petitioned for it. <br />Hanson pointed out that to continue a rural section on <br />Lake Street would be detrimental since a rural section <br />provides no control of water run-off. <br />Nagle asked if an overlay is considered maintenance <br />that could be paid for by residents or is an overlay <br />considered rehabilitation. <br />Page 7 <br />
