MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />VIKING Hanson opened the continuation of public hearing on the <br />DRIVE Viking Drive water main improvement. Hanson reported <br />WATER MAIN that since the last meeting, a survey form was sent to <br />the effected property owners on Viking Drive asking <br />whether or not they were in favor of the improvement <br />given its high cost, whether they were willing to sign <br />Waivers of Right to Appeal Assessment, and whether the <br />property owners would grant the necessary easements at <br />no cost. The City was hoping to receive a 1000 <br />response in favor of the improvement. Hanson pointed <br />out that the hiqh cost involved in this project is due <br />to the isolated area which the water main would serve. <br />The City Administrator reported that of the 8 <br />properties involved, there were 6 responses. Four of <br />the property owners indicated opposition to the project <br />due to the cost. Assuming a 100% participation rate, <br />that would indicated the the project cannot proceed <br />based on the Council's previous motion <br />Cal Sprain, 673 Viking Drive, reported that he was not <br />surprised by the results of the survey due to the <br />astronomical rates that were quoted. Sprain reported <br />that he wants City water, and will try to see if there <br />is anything that can be done to change the situation <br />the way it sits. Sprain felt it pretty disgusting that <br />Little Canada has one of the highest tax rates and he <br />cannot get City water. Sprain pointed out that he pays <br />high taxes, has a marginal street and a volunteer fire <br />department. He pays taxes to the School District, and <br />has yet to have a child enrolled in school. Sprain <br />reported that there are safety issues involved in the <br />situation due to the existence of Williams Pipeline in <br />the area. Sprain asked how much of his tax dollar goes <br />to support the infrastructure of the City. <br />Sprain pointed out that the only areas in the City left <br />to water are the difficult pockets. Sprain felt that <br />the City has totally ignored these areas. Sprain <br />indicated that he has a right to City water pointing <br />out that he pays property taxes just like everyone else <br />in the City. <br />Sprain reported that he has made some phone calls and <br />has determined that there is money available to support <br />difficult projects like the Viking water main, and <br />Sprain felt that the City has turned its back on these <br />sources. Sprain felt that the availability of these <br />dollars may change the minds of the residents on Viking <br />Drive. The City has ignored applying for these funds <br />and has done nothing. <br />Sprain stated that he is on a street with no water, a <br />Page 4 <br />
