MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />water main project on that street will cost a fortune, <br />and the City is sayinq that there most be 1000 <br />participation on the part of the residents in order tc <br />get the project throuqh. <br />The City Administrator felt that Sprain was overstating <br />the availability of grant funds, pointing out that in <br />order to make application of a Community Development <br />Block Grant, the application for the 1993 funding cycle <br />would have had to be submitted by February 12, 1993. <br />The Administrator noted that the Viking Drive water <br />main project was not even proposed by that date. The <br />Administrator further pointed out that if a grant was <br />approved, its availability would be for low and <br />moderately low income levels. The low moderate income <br />level for a family of 4 is $39,700 gross income. This <br />would not eliminate the cost problem for the people who <br />do not fall into the low and moderately low income <br />levels. <br />Sprain asked why residents should have to look into the <br />availability of these funds. <br />The City Administrator pointed out that the Viking <br />Drive residents petitioned for the water main <br />improvement. Again, even if CDBG funds are available, <br />there is still the equity question for the people who <br />do not qualify under the income guidelines, and funding <br />of the grant request is not guaranteed. There is a lot <br />of competition for CDBG funds. The Administrator <br />pointed out that the City made application for another <br />project for 1993 funding, and that application request <br />was turned down. However, this funding source could be <br />considered in the future, but is no longer an option <br />for 1993 funding. Also, application must be made for a <br />specific project. <br />Sprain asked if all water main projects are initiated <br />by citizen petition and do residents have to come to <br />the City asking for water. Sprain felt that it was <br />totally ridiculous to have pockets of the City without <br />City water. <br />The City Administrator reported that it was his <br />understanding that several years ago the City looked at <br />a City-wide water main project. However, there were a <br />number of areas where residents opposed water main. <br />This is the reason there are pocketa of the City left <br />without City water. The Administrator pointed out the <br />Edqerton water main project scheduled for construction <br />this summer. This was a large area of the City without <br />water main, where the majority of residents along the <br />street opposed the improvement for many years. The <br />Page 5 <br />
