He stated that there were seven
bidders for the project with OMG Midwest submitting the lowest bid, which was also 13 percent below
the engineer's estimate. Staff recommend awarding the bid to OMG Midwest.
Miller asked if the city has worked with the contractor in the past. The Public Works Director
confirmed that the contractor has done work for the city in the past, although has used different names
over the years.
Mayor Fischer commented that the bid seems to be significantly below the other bids, which were
more in line with the engineer's estimate, and asked if there was anything that stood out in the bid.
The Public Works Director replied that the City Engineer did not see anything that stood out, noting
that the contractor simply bid most of the items slightly lower than the others.
Kwapick introduced the following resolution and moved its adoption:
RESOLUTIONNO. 2025-3-45 — A WARDING 2025 STREET IMPROVEMENTS TO 0MI
MID WEST INC, MINNESOTA PA VING & MA TERIALS IN THE AMOUNT OF
$796,544.75
The foregoing resolution was duly seconded by Miller.
Ayes (4). Resolution declared adopted.
AWARD CONTRACT FOR BOOSTER STATION CONTROLS UPGRADE
The Public Works Director explained that the Council is asked to consider upgrades to the booster
station controls as well as updates to the controls at the water tower. He stated that two contractors
looked at the project and submitted quotes, and only one contractor agreed to also look at the radio
controls which staff believe is important to ensure communication between the two systems and,
therefore, staff recommend awarding the project to Telemetry and Process Controls, Inc.
Miller asked if there is currently monitoring and alerts if attention is needed. The Public Works
Director confirmed that is a feature they currently have, and they are able to monitor remotely, noting
that these improvements would provide additional control.
IF)
