MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />there was the need to examine the land use plan even if <br />there was agreement that the plan should not change for <br />a particular area, just to reiterate that agreement. <br />Keis indicated that the Planning Commission wishes to <br />be pro-active rather than re-active, and stated that <br />there is a need to establish a plan for where the City <br />wants to be in the future. <br />Hanson indicated that he would like to see more dollars <br />put in the redevelopment hub areas, and then work from <br />there. Hanson pointed out the reference in the <br />Planner's February 8th memo relating to the development <br />of a transportation concept plan, pointing out that the <br />City is served by two bus companies, and asking if that <br />reference was to a mass transit plan. <br />The City Planner replied that the process would involve <br />a look at how the street system functions, and the <br />effect on that system from major redevelopment. The <br />goal would be to make sure the City's transportation <br />network serves the land uses described. The Planner <br />reported that this is not a big element in the process. <br />Scalze asked if the reluctance to update the Comp Plan <br />was a question of the cost. Scalze asked the cost for <br />a redevelopment plan for the core areas of the City. <br />The City Planner did not anticipate that much time was <br />needed on the east side of the freeway given that that <br />area is for the most part relatively new residential <br />development. The Planner indicated that most of the <br />time spent in updating the Comp Plan would be <br />redevelopment oriented and focused on the west side of <br />the freeway. <br />The Planner indicated that the current Comp Plan tries <br />to do a little of everything, which was not unusual for <br />a plan developed in the late 1970's. However, this is <br />not how a Comp Plan would be developed in the 1990's. <br />The Planner presented a draft work program dated April <br />28, 1993 outlining the steps he is proposing for <br />updating the City's Comp Plan. <br />Scalze pointed out the estimated cost of the update was <br />$17,500, and pointed out that the committee which <br />prioritized capital improvement requests, recommended <br />Page 2 <br />
