MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />$6,000 be earmarked for a Comp Plan update. Scalze <br />asked what could be done for the $6,000 figure and <br />asked if there was work involved in the process that <br />could be done by the City in an effort to save money. <br />The Planner reported that there are options looking at <br />the community to do some of the comprehensive planning <br />work themselves. The Planner did not believe that the <br />City could get too far into the work program for the <br />$6,000 figure. It might be possible to identify issues <br />and some of the policy, or it might be possible to <br />develop just a plan for redevelopment of Rice Street. <br />The Planner indicated that is biggest concern was that <br />the process would involve a lot of conceptual thought, <br />and as soon as a project came in that doesn't meet the <br />land use plan, and given that no policies would be set, <br />the plan would be meaningless. For these reasons, the <br />Planner reported that he does not recommend a concept <br />plan. <br />Hanson asked if Little Canada was unique to the Metro <br />area in that it is looking at redevelopment and has a <br />number of small parcels which would have to be combined <br />in order to redevelop. <br />The Planner replied that this was a common problem of <br />communities. The Planner pointed out that a <br />redevelopment plan would set up the process for <br />combination and redevelopment of small parcels. The <br />Plan will then build a path for developers to follow. <br />When these paths have not been established for <br />developers, they usually end up going to another <br />community with their project, where these details are <br />defined. Therefore, without an up-to-date Comp Plan, <br />the City will end up losing potential projects. <br />DeLonais reported that it is his understanding from a <br />City staff inember that he has never had a request from <br />developers to review the Comp Plan. DeLonais pointed <br />out the development that has occurred in Vadnais <br />Heights, and felt that this was due to a couple of City <br />staff inembers promoting economic development. DeLonais <br />asked if the Comp Plan would help with economic <br />development. <br />The Planner pointed out that 2o years ago the same <br />situation was true for Little Canada, there was vacant <br />land in the City to be developed. However, this is no <br />longer true. The Planner pointed out that the Comp <br />Plan provides a basis for development decisions that <br />are made. If the City denies a development request and <br />the developer takes the City to court, the Comp Plan <br />provides a policy base for the City's decision.
