MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />Keis felt that updating the Comp Plan involved taking a <br />broad look at the entire City. Keis indicated that he <br />was not an expert on land uses, and did not believe the <br />Planning Commission could create a vision for the City <br />on its own. Help would be needed from City staff. <br />Hanson asked if the City had zoning maps from the <br />abutting cities, and asked if adjacent development was <br />considered in the updating process. <br />The Planner replied that not only would adjacent land <br />uses be looked at, but street patterns as well. <br />Pedersen suggested that the it may be wise to update <br />the Comp Plan spreading the cost over a two-year <br />period. <br />Morelan reported that he recently reviewed the Comp <br />Plan, and had to agree that the current plan was not of <br />much value. However, the updated Plan as proposed <br />would have value to the City for a long period of time <br />as long as it was updated regularly. <br />Pedersen agreed, pointing out the work the Council is <br />doing on the assessment and street reconstruction <br />policy. Pedersen indicated that once that policy is in <br />place, it will make future Council decisions much <br />easier. <br />Schletty felt that an updated Comp Plan is more of an <br />issue today than it ever has been. <br />Scalze pointed out that the City took two years in <br />developing the current Comp Plan and once that plan was <br />in place moved forward with many rezoning actions, <br />putting the land use plan into effect. <br />Morelan indicated that the first plan was very useful <br />to the City for the first couple of years and served <br />its purpose well. However, the City has grown much <br />since the plan was developed, and now the City is done <br />growing for all practical purposes. An updated plan <br />will serve the City for a good many years. <br />LaValle suggested completing the process over a couple <br />of year period. <br />The City Administrator indicated that there are <br />potential funding sources to cover the cost. The <br />Administrator indicated that it sounds like the <br />commitment is there to make the document worthwhile. <br />It has also been indicated that there is the need for a <br />City-wide review, knowing that a lot of time will not <br />Page 7 <br />
