Busse suggested that if <br />the Comp Plan is updated, the result should be a plan <br />that means something. <br />The Planner agreed that for the Comp Plan to mean <br />anything, it must be a plan that reflects what the <br />community wants. Therefore, citizen participation and <br />public informational hearings are very important to the <br />process. <br />Drabik felt that goals needed to be established before <br />redevelopment occurs. Once the goals are in plans, the <br />City will have the framework for what needs to be done. <br />Drabik asked if it would be possible for much of this <br />work to be done independent of the City Planner, in an <br />effort to save money. Once the ground work is <br />established, the City Planner could be used to put it <br />in the proper framework. <br />The City Planner reported that some communities have <br />done their entire plan by themselves. However, the <br />Planner felt that he had something to add to the <br />process. <br />The City Administrator felt that an inventory and <br />issues outline could be established with minimal <br />assistance from the Planner as long as there were some <br />guidelines to work from. The Administrator felt that <br />goal setting would talce interaction with the Planner. <br />Pedersen asked how critical the money part of the issue <br />was. Pedersen pointed out that the process could be <br />spread out over two years. <br />The Administrator indicated that he did not want to see <br />$17,000 spent on a document that sits on the shelf, and <br />felt that if the intent was to replace the document the <br />City currently has with something similar, that <br />document would be basically useless. The Administrator <br />reported that in reviewing the work program submitted <br />by the Planner, it appears that the Comp Plan update <br />would result in a document which is not similar to the <br />City's current plan. The Administrator pointed out <br />that everyone agrees that the City needs a <br />redevelopment tool. The problem, however, is how to <br />clearly define the redevelopment path. The <br />Administrator pointed out that some projects will <br />require more tools and assistance than others. Those <br />tools are constantly changing. How much help is the <br />City willing to give a developer? <br />The Planner pointed out that projects can be classified <br />by the type of assistance that is available.
