Position Title: Utility Billing / Administrative Support Specialist Department: Finance Accountable To: Finance Director Status: Full Time, Non-Exempt Salary Grade: 3 Reviewed: April 2025 PRIMARY OBJECTIVE OF POSITION Utility Billing - Administers the utility billing system which includes sewer, water, and refuse collection. Duties to be performed with a “customer service” approach (20-25 hours a week) Administrative Support - Performs front office duties as well as provides administrative support performing a broad variety of secretarial duties such as word processing, answering telephone calls, and assuming other responsibilities (15-20 hours a week) MAJOR DUTIES AND RESPONSIBILITIES Utility & Refuse Billing/Recycling 1. Processes the City’s (citywide) utility billing quarterly and monthly final billings, including importing meter readings, calculating, printing, and mailing bills to customers. • Answers questions on bills • Create adjustment entries as needed • Pull accounts that need special attention 3. Schedules weekly changes (i.e. container changes and new customers accounts) with haulers for refuse service charges. 4. Maintains utility billing software (i.e. final billings, entering new meters, rate changes, refunds, penalties, new account setup). 5. Prepares list of unpaid utility bills annually for certification to Ramsey County. Researches account holders. Prepares letters to collect balances. 6. Monitors and prepares meter reports on a periodic basis to check for leak, no reads, duplicate accounts and not advancing meters. Sends letters to residents. 7. Processes utility billing and refuse discount and exemption applications. 8. Calculates the City of Maplewood and Vadnais Heights reimbursements for accounts with shared utilities. Calculates discounts for commercial accounts.
