MINUTES <br />CITY COUNCIL <br />MAY 12, 1993 <br />urged the City to streamline the process with a minimum <br />of fees. Erdmanis pointed out that the businesses in <br />the City all pay taxes. <br />Frattalone asked that any condition for screening the <br />north side of the property be tied with the Ryan Drive <br />road reconstruction. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-5-125 - AMENDING THE FRATTALONE <br />DEVELOPMENT AGREEMENT ALLOWING FOR A FIVE-YEAR <br />EXTENSION FOR THE RECYCLING OPERATION CONTINGENT UPON <br />CONSTRUCTION OF A BUILDING ON THE SITE WITHIN TWO YEARS <br />AND CON5TRUCTION OF A BERM ALONG THE NORTH SIDE OF THE <br />PROPERTY IMMEDIATELY AFTER RECONSTRUCTION OF RYAN DRIVE <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) LaValle, Morelan, Hanson, Pedersen. <br />Nays (1) Scalze. Resolution declared adopted. <br />Hanson stated that he would prefer to see a text <br />amendment than extension of the development agreement. <br />However, recycling will become more important and not <br />less. Hanson suggested that it might come down to <br />cities being mandated by the County to provide their <br />share of recycling. <br />Scalze pointed out that the County has property within <br />the City and perhaps that should be considered for a <br />recycling site if that is what the City wants. <br />Frattalone suggested that the City should qet some <br />share of County revenue from recycling for having this <br />business located within the City. Frattalone pointed <br />out that the Cities of Maplewood and Roseville do not <br />have such businesses, but are benefitting from Little <br />Canada's. <br />Morelan suggested that perhaps at the next City-wide <br />clean-up day Frattalone offer to accept small amounts <br />of recyclable materials at no charge. <br />RECESS At this point in the meeting, 9:12 P.M., the Council <br />took a short recess. The meeting was reconvened at <br />9:25 P.M. <br />77 WEST Hanson reviewed the estimated submitted by Don Pierce <br />COUNTY for removal of a portion of the garage at 77 West <br />ROAD C County Road C. One estimate was for $1,500 and the <br />other $1,380. <br />Page 14 <br />
