MINUTES <br />CITY COUNCIL <br />MAY 12, 1993 <br />Hanson pointed out that the City Attorney has indicated <br />that the Council has the authority to extend the <br />development agreement. Aanson also pointed out the <br />petition submitted from the neiqhboring properties in <br />support of the extension. Aanson stated that he does <br />not like to hear criticism that the City Council is <br />anti-business. <br />Scalze felt that the comments made about the <br />anti-business climate in the City are untrue. Scalze <br />pointed out that the City recently attracted new <br />developments by St. Jude Medical and Presbyterian <br />Homes, and she does not buy the anti-business <br />argument. Scalze indicated that it is not the City's <br />fault that Pizza Hut and Burger King went out of <br />business. <br />William Knaack, 2456 Arkwright, reported that he was in <br />support of Frattalone's recycling operation, reporting <br />that he is a business owner. Knaack reported that it <br />is very difficult to do business in the State of <br />Minnesota. Knaack pointed out that the Frattalone <br />recycling operation does not smoke or smell or raise <br />noises at unusual times of the day. Knaack supported <br />the extention. <br />Uldis Erdmanis, Buck Blacktop, reported that he does <br />get the feeling that it is not easy to do business in <br />Little Canada. Erdmanis pointed out previous comments <br />made about Mr. Frattalone's moving the operation to <br />Stacy, and Erdmanis pointed out that this would put <br />Frattalone in a different market area thus raising his <br />costs. Erdmanis reported that all the taxpayers of the <br />City are benefiting by this operation, and that <br />recycling keeps the City cleaner. Recycling is <br />beneficial to everyone, and Erdmanis urged the City to <br />approve the extension. Erdmanis reported that <br />Frattalone does a first-class job and has the <br />best-looking operation in the area. Erdmanis reported <br />that he has been in this area for 8 years, and nothing <br />has changed much in that time. Erdmanis reported that <br />the Twin Cities are slightly overbuilt, and if the City <br />is expecting a very expensive building to develop on <br />that property, Erdmanis did not believe that would <br />happen at this time. Erdmanis pointed out that if it <br />happens that it is more advantageous for Frattalone to <br />develop the property with a building, he was sure <br />Frattalone would cease the recycling operation and <br />develop the site. Erdmanis urqed favorable <br />consideration of the extension for the benefit of the <br />community. Erdmanis reported that his business <br />benefits by the location of the Frattalone recycling <br />operation. Erdmanis did not believe more applications <br />or permits were needed to effectively do business, and <br />Page 13 <br />
