MINUTES <br />CITY COUNCIL <br />MAY 12, 1993 <br />than a year or two. Frattalone reported that his plan <br />provides for screening, and he will comply with the <br />plan if the extension is approved. <br />Hanson reported that he received a call from a resident <br />on the west who was concerned about the operation beinq <br />moved further west. Hanson also reported that he <br />received a call from the owner of the Groundskeeper <br />relative to the comments made about his property at the <br />last meeting. Hanson stated that he met with the owner <br />who has agreed to add some more railroad ties to <br />contain his project. Hanson also reported that he <br />asked the owner his feelings about the recycling <br />operation, and Mr. Carle indicated that Mr. Frattalone <br />has been a qood neighbor. <br />Hanson asked Frattalone his thoughts about the <br />Administrator's suggestion that a City fee be charged <br />the recycling operation if an extension is granted. <br />Frattalone replied that he thought the $16,000 in <br />property taxes he pays for the site was the fee. <br />Scalze reported that she has received a few phone calls <br />since the last meeting and felt there was some <br />misunderstanding of her intent. Scalze reported that <br />her intent was to find out whether or not the business <br />was allowed by Code, and if not, felt a text amendment <br />should be considered to make the use allowable. Scalze <br />pointed out that in last 1992, Bob Mogren applied for a <br />Conditional Use Permit to allow him to stockpile <br />materials on his property. The City Planner <br />recommended denial of that request since there was no <br />principle structure on the site. The request was <br />denied. Scalze also pointed out that the City made <br />Groundskeeper fit within the Code and put a building on <br />their site. Scalze felt an extension to the <br />development agreement would grant Mr. Frattalone a <br />privilege that is not available to others within the <br />City. That action would also by-pass the Community <br />Pride Committee, Planninq Commission, and public <br />hearing process. <br />Scalze suggested that perhaps the City wants a <br />recycling center. If it does, Scalze suggested that <br />the City have the best recycling center around and <br />follow the democratic process in doing so. Scalze <br />pointed out that presently the operation is not <br />permitted by Code. <br />LaValle pointed out that the business is grandfathered <br />in and the Council would only be granting an extension <br />of that qrandfathering. <br />Page 7 <br />
