Frattalone reported his desire to see Ryan <br />Drive improved with a 9-ton road and concrete curb and <br />gutter. Frattalone stated that he did not want to see <br />a rural section roadway with a ditch, and felt that a <br />good road would provide the starting point for cleaning <br />up Ryan Industrial Park. Frattalone described other <br />options for Ryan Drive which include raising the road <br />so that it drains toward Country Drive, or to the <br />ditch. Frattalone felt that storm sewer should be <br />installed. <br />Frattalone reported that in discussing his operation <br />with the property owners in the area, the only concerns <br />Mr. Busse expressed were with regard to screening. <br />Frattalone pointed out that his property is 10 acres in <br />size, two of which are ponding. Frattalone indicated <br />that he would like to use his entire piece of property <br />and was not agreeable to cutting down the size of his <br />operation. Frattalone stated that he would agree to <br />cut down the size of the stockpiles, however. <br />Scalze reported that the Community Pride Committee had <br />some concerns for the continued use of the property. <br />Scalze felt that to state that Mr. Busse's concerns <br />were only with screening was not an accurate <br />representation of the Community Pride Committee. <br />Scalze noted that there is no recommendation on that <br />part of that Committee for whether or not the use <br />should continue or whether it should be screened. <br />Scalze felt that if the use were going to be allowed to <br />continue, the City should amend the Code to make it a <br />permitted use. <br />Frattalone stated that the concern at the last meeting <br />was for equipment on the stockpiles, and he immediately <br />removed that equipment after that meeting. The Council <br />also discussed the concerns of the Community Pride <br />Committee, therefore, Frattalone reported that he <br />discussed his operation with Mr. Busse. <br />Scalze reported that the Committee has only asked if <br />progress was being made to vacate the use by August of <br />1994 as provided for in the development agreement. <br />Frattalone reported that he asked the property owners <br />their concerns about the operation, and the only <br />concerns were for equipment on stockpiles and <br />screening. Frattalone reported that he has not <br />screened the north side of the property because of the <br />ditch and road condition. Frattalone also pointed out <br />that he did not want to make too large an investment in <br />the property if he would not be allowed to stay more <br />Page 6 <br />
