MINUTES <br />CITY COUNCIL <br />MAY 12, 1993 <br />LaValle indicated that he felt the recycling issue was <br />an important one. LaValle also pointed out that the <br />City is striving to attract business to the community, <br />and here the City has a successful business that has <br />been operating three or four years. LaValle pointed <br />out Frattalone's efforts to work with the City in <br />screening the business as well as keeping the dust <br />down. LaValle felt that the property will eventually <br />become too valuable for Frattalone to continue the <br />recycling operation, and it will be developed. LaValle <br />also pointed out that the operation does save the <br />taxpayers of the City and County money. LaValle <br />indicated that he had no problem with granting a five <br />year extension provided there be additional screening <br />on the north end of the property. LaValle stated that <br />he did not support charging a fee for the operation <br />pointing out that Frattalone is payinq property taxes <br />on the site. <br />Marelan asked if the site plan addressed the height of <br />the stockpiles. <br />Frattalone was not sure but guessed that the stockpiles <br />were limited to 40 feet in height. <br />LaValle reported that from Country Drive the berm <br />provides adequate screening of the stockpiles and did <br />not believe the operation was offensive to drivers on <br />Country Drive. <br />Scalze suggested that if the recycling operation is not <br />offensive, the Code should be amended to make it a <br />permitted use. <br />LaValle felt it proper to act on the extension request <br />and felt a Code amendment should be addressed at the <br />Council level. <br />Scalze opposed a five-year extension to allow <br />Frattalone to do something that no one else would be <br />allowed to do. Scalze pointed out that the City has <br />given Bob Mogren six months to remove the stockpiles <br />from his property. If the City wants to allow this <br />use, Scalze felt it should be allowed by Code so <br />everyone has equal opportunities. <br />Morelan asked about the building that has been referred <br />to as promised but never delivered. Morelan suggested <br />that the development agreement could be renegotiated to <br />provide for a building on the site within the next two <br />years. If that does not happen, the development <br />agreement could become null and void. <br />Page 9 <br />
