MINUTES <br />CITY COUNCIL <br />MAY 12, 1993 <br />Frattalone reported that he has said he will building a <br />building on the site, but has never indicated when it <br />would be built. Frattalone indicated that he is <br />willing to put up a building on the site at this time, <br />but again pointed out in the past he never indicated a <br />date for construction of a buildinq. <br />Morelan pointed out that the building issue keeps <br />coming up, and his intention was to have it addressed <br />formally in the development agreement. <br />Scalze reported that in July of 1987 Frattalone asked <br />for extension of a fill permit and a PCA permit which <br />ran through June of 1989. At that time Frattalone <br />indicated that he would has some blacktop he would and <br />crush over the winter and remove the material by next <br />summer. Scalze reported that Frattalone also indicated <br />that his plans were to complete the filling project. <br />Scalze noted that Frattalone never said he would be <br />doing recycling in 1987, but just that he wanted to <br />complete the filling project on Country Drive. <br />LaValle noted that in 1987 there were not the recycling <br />mandates that are in effect now. <br />Scalze asked why Bob Mogren needed a 1,000 square foot <br />building and Frank Frattalone does not. <br />Morelan agreed that it was odd to grant privileges when <br />the ordinance doesn't allow the use, however, noted <br />that recycling is now coming into being. Morelan <br />stated that he viewed the recycling use as a <br />transitional one. Morelan also noted that this action <br />would not prohibit anyone from coming before the <br />Counail to request that the ordinance be changed. <br />Morelan suggested that the issue could be addressed at <br />the goal setting session. <br />Scalze indicated that if the City really feels strongly <br />about recycling, it should hear from all the people on <br />this issue and should be proposing a text amendment. <br />Pedersen pointed out that the City has no long term <br />plans for the industrial park at this point, therefore, <br />he was not in favor of a text amendment until those <br />plans were in place. Pedersen stated that he had no <br />problem with the recycling operation continuing for the <br />short-term. Pedersen pointed out that if Frattalone <br />left tomorrow, nothing would change in Ryan Industrial <br />Park. Pedersen stated that he would rather see a <br />stockpile on the property than another pole building. <br />LaValle pointed out that Frattalone has agreed to put <br />Page 10 <br />
