MINUTES <br />CITY COUNCIL <br />MAY 12, 1993 <br />charities began negotiating with the owners of the <br />Market Place Shopping Center for relocation of the <br />bingo hall to that site. It was the hope of the <br />Council that the situation would result in the market <br />dictating the rents. However, it now appears that this <br />is not working out. <br />LaValle reported that since that time two of the <br />organizations have decided to get out of the bingo <br />business due to the high rent. There are now St. <br />Joseph's Society and North Suburban Youth Association <br />left operating at the bingo hall. St. Joe's has <br />requested another night of bingo at the hall in order <br />to become more profitable. <br />LaValle reported that it was his suggestion that the <br />committee be put back in force to look at the matter. <br />LaValle noted that of the four organizations operating <br />gaming sites in the City, only one is in compliance. <br />The others are getting further and further out of <br />compliance each month. LaValle pointed out that the <br />State requires an organization to be in compliance 90 <br />days prior to license renewal, and should that not be <br />the case, a license will not be renewed. <br />LaValle pointed out that charitable gambling has been <br />beneficial to all citizens and taxpayers in the City. <br />However, the City's budget has not been based on <br />revenues from charitable gambling. It is true that <br />development has probably occurred within City parks <br />faster than it would have without charitable gambling <br />donations. <br />LaValle stated that it was his belief that the City <br />must provide rent controls. LaValle pointed out that <br />the crowds are down at the bingo hall. LaValle also <br />commented on the condition of the hall and stated that <br />it is in need of some updating and suggested that this <br />might be the reason the crowds are down. LaValle felt <br />that if the consensus coming out of this meeting is <br />that the rents being charged at the bingo hall are too <br />high, then there may be action taken by the Council on <br />this matter at their meeting this evening. LaValle <br />noted that the renewal of the Little Canada Bingo Hall <br />license will be reviewed by the Council at its May 26th <br />meeting. <br />Page 2 <br />
