MINUTES <br />CITY COUNCIL <br />MAY 26, 1993 <br />The City Administrator agreed that perhaps there should <br />be an annual review as part of the capital budgeting <br />process so that the Fire Department and Council can <br />ensure that the purchasing schedule still makes sense. <br />The Administrator felt that the wording in the policy <br />could more clearly define this aspect. <br />Morelan asked if the policy was a legally binding <br />contract. <br />The City Attorney did not believe a statement of policy <br />would bind a subsequent City Council. <br />Hanson pointed out that the intent of the policy was to <br />set some guideline to continue to provide and fund <br />necessary truck purchases for the Fire Department in a <br />systematic manner. <br />Pedersen felt that there should be more involvement on <br />the part of the City than just the initial <br />establishment of a truck replacement plan with no <br />consideration for amendment to that plan if things <br />change. Pedersen felt that the plan needed to be <br />reviewed by the Council on an annual basis. <br />The City Administrator stated that an annual review <br />will happen as part of the annual capital budgeting <br />process. One big aspect of this policy is for the City <br />to be aware that it has the responsibility to make <br />these purchases and must plan accordingly. The <br />Administrator felt that the policy could be reworded to <br />provide for review of the plan as part of the capital <br />budgeting process. <br />Dick Boss, Fire Chief, stated that he understood the <br />concerns of the City Council. Boss pointed out that <br />the purpose of the purchasing policy was to plan for <br />truck replacement on a six-year schedule, and indicated <br />that the intent was for Council review on an annual <br />basis as part of budget negotiations with the City. <br />Boss suggested that the matter be tabled at this point <br />until he can meet with the City Administrator to work <br />out the appropriate language. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-5-152 - TABLING ACTION ON THE <br />PROPOSED FIRE DEPARTMENT VEHICULAR PURCHASING POLICY <br />The foregoing resolution was duly seconded by Hanson. <br />Ayes (5) LaValle, Hanson, Scalze, Pedersen, Morelan. <br />Nays (0).
