MINUTES
CITY COUNCIL
MAY 26, 1993
DEVELOPER The City Administrator reviewed staff's recommendation
DEPOSIT FEE to increase the developer deposit fee for subdivisions.
The Administrator noted that developers and property
owners are responsible for the costs involved in
subdivisions, however, staff is recommending the
increase in order to collect costs on the front end
rather than billing large amounts after the application
has been processed. The Administrator pointed out that
one of the reasons for the hiqh cost of subdivisions is
that the City requires the dedication of drainage and
utility easements along lot lines. The City's
consultants highly recommend the dedication of these
easements, and it is a standard requirement in most
surrounding cities.
Mrs. Scalze introduced the following resolution and
moved its adoption:
RESOLUTION N0. 93-5-153 - APPROVING THE INCREASE IN
DEVELOPER DEPOSIT FEE FOR SUBDIVISION REQUESTS AS
RECOMMENDED BY CITY STAFF
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Scalze, LaValle, Hanson, Pedersen, Morelan.
Nays (0). Resolution declared adopted.
SWIMMING Council reviewed the information provided by City staff
POOL regarding fencing requirements around swimming pools.
FENCING
The City Planner agreed with the results of the survey
and reported that the Metro average requirement for
fencing height around swimming pools is from 4 to 6
feet.
Morelan felt that the impact might be minimal at this
point if the City increased its fencing height
requirement from 4 to 6 feet since the change would
apply to fencing around new swimming pools, with
existing fencing being grandfathered in. However,
Morelan suggested the possibility of holding a public
hearing to determine the public's reaction to
increasing the height requirement.
Council discussed the fact that an increased height
requirement would apply only to new fencing, and the
fact that the City was nearly completely developed.
Therefore, the Council made no proposal for change at
this time.
PRESBYTERIAN Hanson reported that residents have begun moving into
HOMES Presbyterian Homes new senior complex "The Mayfield".
Page 23
