MINUTE5
CITY COUNCIL
JUNE 23, 1993
LaValle asked if North Suburban Youth Association made
any donations to the 1992 recreation programs.
The Director replied that NSYA donated $3,000 toward
the Super Summer Program.
LaValle felt that the City ~hould be making additional
funding request to NSYA pointing out that the City will
not get grants from NSYA unless it asks.
Scalze agreed.
The Director reported that in 1993 NSYA has approved a
$3,000 grant for the Super Summer Program as well as
$4,000 for a Safety Camp to be held in Auqust.
Morelan pointed out that NSYA generally funds newer
programs, and felt that the City should approach them
with those requests.
LaValle felt that NSYA funded a lot of programs year
after year.
Morelan felt that the City should be contacting
surrounding cities to determine if they are passing on
administration fees as a part of program administration
costs. Morelan was concerned that Little Canada's fees
are becoming higher than Roseville's and Maplewood's.
Both Scalze and LaValle indicated that other cities are
passing on overhead costs to program participants.
Morelan stated that he would like the $1.50
administration fee abolished.
Scalze stated that she had no problem with the fee and
pointed out that the City is trying to make programs
pay for themselves whether they are adult or youth
programs.
Morelan felt that if the intention was to pay for
overhead costs, then the fee is not high enough.
Pedersen pointed out that at a minimum the $1.50 fee
would defer some of the overhead costs.
The Director indicated that he would check into what
neighboring cities are doing and report back to the
Council.
Pedersen pointed out that a couple of years ago the
City Council decided that recreation fees were too low
and should be raised. Pedersen did not believe the fee
Page 19
