MINUTES <br />CITY COUNCIL <br />JUNE 23, 1993 <br />information to the Council this evening because of the <br />considerable discussion on the use of fields that has <br />occurred in the past. The Administrator felt that if <br />the Council had any concerns, they should be expressed <br />so when the fields are programmed, the Director is <br />aware of these concerns. <br />Scalze pointed out a previous resolution made by the <br />City Council asking the Director to put the School <br />District on notice that the City may be using the <br />Capitol View and Kellogg fields next year. Scalze felt <br />the previous discussion was clear that the City wanted <br />to make sure there were enough facilities for use. <br />Scalze felt the City Administrator should handle these <br />issues with the Director rather than the City Council. <br />Scalze stated that she had some questions on the <br />scheduling, but would meet with the Director to discuss <br />them. <br /> Morelan felt that the policy should be that facilities <br /> are used in the most efficient manner possible. <br /> Scalze agreed, but felt the policy should be equitable <br /> as well. Scalze pointed out that the process is an <br /> evolving one, and she saw the City Administrator's job <br /> to ensure that City facilities are used in an efficient <br /> and equitable manner. <br />1992 PROGRAM The Council reviewed the 1992 Program Revenue/Expense <br />REVENUE/ Report submitted by the Parks & Recreation Director. <br />EXPENSE <br />REPORT Scalze asked about expenses associated with equipment <br /> and uniform purchases. <br /> The Director replied that equipment and uniform <br /> expenses fluctuate from year-to-year based on the need <br /> for replacement. <br /> Morelan noted that the LCRA subsidy was close to <br /> $14,000 in 1992. Morelan pointed out that in some <br /> cases expenses for certain proqrams are less than <br /> revenues. Morelan stated that it was not the intention <br /> of the City to make money on the recreation program. <br /> The Director felt that this would bounce around from <br /> year-to-year based on the need for equipment and <br /> uniform replacement. <br />Morelan expressed concern with the $1.50 <br />fee being charged recreation participant <br />that he did not aqree with that charge. <br />the $1.50 was intended to cover overhead <br />did not believe overhead expenses should <br />to the recreation participants. <br />Page 18 <br />administration <br />>, and stated <br />Morelan felt <br />expenses, and <br />be passed on <br />
