MINUTES <br />CITY COUNCIL <br />JULY 14, 1993 <br />for a deferment of assessments, and it was his <br />understanding that interest could not accrue on those <br />assessments and that the deferral would continue until <br />such time as the property is sold. Swanson also <br />reported that it was his understanding that he could <br />apply for a Green Acres designation on his property <br />which would result in a substantial property tax <br />reduction, and that an Agricultural desiqnation was <br />another possibility, thus reducing property taxes <br />further. <br />Scalze pointed out that the City receives a little less <br />than 15% of property taxes collected within the City. <br />Scalze questioned the ability to have the property <br />designated as Green Acres or Agricultural. <br />The City Administrator replied that this may be <br />possible, and it would be Mr. Swanson's choice. <br />However, from a zoning standpoint, Swanson may not be <br />able to use R-1 property for aqricultural purposes. <br />The Administrator indicated that he would have to <br />research that issue. <br />With regard to Mr. Swanson's comments about development <br />of his property with a road connecting to Noel Drive, <br />Scalze pointed out that Mr. Swanson did not own <br />property along Noel Drive to provide for this access. <br />Swanson agreed, but reported that a drawing of such a <br />proposal was submitted to the Council serving at the <br />time, and that drawing was approved. <br />The City Administrator asked if the City had indicated <br />that it was going to sell land to Mr. Swanson. Scalze <br />did not recall this. <br />Morelan indicated that the question that must be <br />addressed is whether the development of the Swanson <br />property will generate additional run-off. If so, <br />Morelan indicated that it would be wise to put in a <br />storm sewer now that would be large enough to handle <br />this run-off. <br />5wanson stated that he was not debating the storm <br />sewer, but rather the amount that he would be assessed <br />for it. Swanson felt that there were other properties <br />in the area which would benefit from the improvement <br />that should participate in the cost. <br />Morelan pointed out that the vacant property currently <br />provides water retention that will be lessened once <br />houses and blacktop are added.
