MINUTES <br />CITY COUNCIL <br />JULY 14, 1993 <br />out the possibility of deferring the cost until the <br />property is developed. <br />Swanson again stated that he felt the project was fine, <br />but did not feel he should be assessed the majority of <br />the cost. <br />Scalze pointed out that storm sewer would be assessed <br />to the property causing the problem, and not the <br />property at the bottom of the hill that is receiving <br />the run-off. <br />Swanson again pointed out that he has already paid <br />almost $4,000 toward the cost of storm sewer <br />improvements. Swanson noted the drainage that will be <br />picked up by the proposed storm sewer comes all the way <br />from McMenemy to Edgerton, and suggested that some of <br />these contributing properties participate in the cost <br />of the improvement. <br />The City Administrator noted the County is picking up <br />one-third of the cost of the project, and the City will <br />participate by picking up over-sizing costs. The <br />Administrator pointed out the 1990 resolution by the <br />City Council approving the platting of the Swanson <br />property contingent upon storm sewer improvement, and <br />this is the basis for the recommendation on how the <br />project would be paid for. The City Administrator <br />noted that run-off in the area will increase because of <br />the development of the Swanson property, therefore an <br />additional storm sewer line will be needed. The <br />Administrator pointed out that the 1978 storm sewer <br />assessment paid by Mr. Swanson was for a storm sewer <br />project that serviced the general area. The <br />Administrator also pointed out that the project will be <br />less expensive if done in conjunction with the street <br />project which is a better price than what was <br />anticipated in 1990. The Administrator suggested that <br />staff could look at various options for assessing the <br />cost of the storm sewer project, if that is the <br />direction of the Council. <br />Scalze pointed out that storm sewer is required of all <br />new developments. <br />Swanson felt the assessment proposed was very unfair, <br />and asked that the City look at the issue in greater <br />detail before ordering the improvement. Swanson stated <br />that if his assessment is too large, he will not <br />develop his property. Swanson saw no reason why he <br />should pay the majority of the cost of the improvement <br />feeling that he was not getting the majority of the <br />benefit. <br />Page 5 <br />
