MINUTES <br />CITY COUNCIL <br />JULY 14, 1993 <br />RECESS <br />multiple-family property, and it may be that when these <br />projects occur, the policy may have to be adjusted. <br />Morelan asked for this acknowledgement in memo form. <br />The Administrator suggested that the acknowledgement be <br />made at the beqinning of the policy. <br />Hanson questioned Item 7 on page 7. <br />The City Administrator suggested that the wording <br />"City's determination of the" be added just before <br />"portion of costs attributable". <br />In reference to wording on page 8, Hanson asked if <br />frontage was determined by property address. <br />After discussion of this issue, it was the consensus of <br />the Council to use street address to determine <br />frontage. <br />Council discussed the treatment of corner lots as <br />proposed on page 9, Item 2. Scalze asked how the City <br />would handle the assessment for a shoulder paving <br />improvement for a double-fronting lot. The <br />Administrator suggested that he add some wording to try <br />to ensure that shoulder paving improvements are handled <br />in an equitable manner. The treatment of corner lots <br />as proposed was acceptable to the Council. <br />Council discussed Item 2. a. on page 10, and it was the <br />consensus of the Council to change the word "higher" to <br />"commercial". <br />At this point in the meeting, 7:28 P.M., Council <br />recessed the workshop until after their regular <br />meeting. The workshop reconvened at 9:20 P.M. <br />The Council began discussion of the treatment of <br />multiple residential property. The City Administrator <br />pointed out the need to provide an equitable assessment <br />of multiple residential property compared to single <br />residential property pointing out that frontage would <br />not be the only factor considered in assessing <br />multiple-family, but extra street width required to <br />serve the multiple-family as well. <br />Morelan was concerned that the basis for calculating an <br />assessment for a multiple-family property would be <br />arbitrary. <br />Page 3 <br />
