MINUTES <br />CITY COUNCIL <br />JULY 14~ 1993 <br />The City Engineer pointed out that the process will not <br />be arbitrary, but that the City will have to work <br />through the rates and methods to determine what works. <br />The general feeling is that commercial and high-density <br />residential property should be paying about 2 to 3 <br />times what a residential property is paying. <br />The Administrator reported that there was the thought <br />that multiple-family property should be assessed at the <br />commercial rate of 80/20 plus the cost of extras that <br />are necessary to serve the property, such as extra <br />width. <br />Morelan suggested that addition of the wording "if the <br />street would fall under the sub-collector category (80" <br />widej assuming single-family units on both sides." to <br />the last paragraph on page 10. Morelan felt that this <br />gave more concrete reasons for a wider street and made <br />the process less arbitrary. <br />The City Administrator pointed out that until the <br />policy is applied to projects, it is difficult to <br />determine if the policy will work the way it is <br />intended. <br />On page 10 Item G. 1. language will be added to provide <br />for 100% assessment of concrete curb and gutter. <br />The Administrator reported that he would amend the <br />policy as discussed this evening, and submit it to the <br />City Attorney for his review and comment. <br />There being no further business, the workshop meeting <br />was adjourned at 9:35 P.M. <br />~ ~. <br />iond G. nson, Mayor <br />Attest: ~( K, ,,,,~ <br />Joel R.
