MINUTES <br />CITY COUNCIL <br />J'UI,Y 28, 1993 <br />28 or 29 acres in Vadnais Heights. <br />Herb Cederberg, 237 Twin Lake Trail, reported that he <br />purchased his home in December, and assured the Council <br />that if he had known R-2 development would occur across <br />the lake from him, he would not have paid as much for <br />the property as he did. Cederberg reported that the <br />property across the lake is zoned R-1 and this is how <br />he expected it would be developed. Cederberg also felt <br />that a townhome development would cause a slipage in <br />valuations which results in less tax revenue for the <br />City. Cederberg indicated that he is sensitive to the <br />environmental comments made by Mr. Pratt, but pointed <br />out that the heirs of the property are sensitive to <br />these issues as well, and he would expect that they <br />have a continuing commitment in this regard. Cederberg <br />stated that he would prefer the Council deny the R-2 <br />rezoning request despite the comments made by the City <br />Planner. Cederberg suggested that if the Council feels <br />the townhome development is preferable that a variance <br />be granted for the development rather than a rezoning. <br />Then if the property does not sell, the R-1 zoning <br />would still be in place. <br />LaValle asked the number of votes necessary to rezone a <br />property. The City Attorney replied that four <br />affirmative votes are necessary for a rezoning to <br />occur. <br />Jim Reierson, 279 Twin Lake Trail, reported that when <br />he purchased his property 8 years ago the property on <br />the south side of the lake was zoned R-1 and the City's <br />Comprehensive Plan, which was adopted in 1979, <br />identified the area as R-1. Reierson indicated that he <br />built his home with the assumption that the property <br />would remain R-1. Reierson indicated that he is <br />concerned about the sense of community that Summer <br />talked about and indicated that he would prefer to see <br />the property developed as single-family residential. <br />Reierson also pointed out that the relationship of this <br />development proposal with what is being proposed in <br />Vadnais Heights has not been discussed. Pemtom is <br />proposing a 60 to 63 unit single-family home <br />development on the Vadnais Heights' portion of the <br />Mitchell property. Reierson suggested that before a <br />decision is made for either single-family or townhomes <br />on the Little Canada portion of the site, the City <br />needs to look at the comprehensive planning for the <br />entire Mitchell estate, and should make a collective <br />decision so the full impact of the development proposal <br />can be considered. <br />Hanson suggested that should the rezoning be denied and <br />Pratt does not not proceed with the development of <br />Page 16 <br />
