MINi7TES <br />CITY COUNCIL <br />JULY 28, 1993 <br />the site as single-family, the City may be dealing with <br />13 or 14 individual builders. <br />Remerowski reported that he would like to see <br />individual homes with individual character developed <br />across the lake, and not a bunch of look-alikes. <br />Cora Remerowski pointed out the limited lakeshore <br />property available, and could not believe that the <br />property would not sell as R-1. <br />Hanson reported that he is concerned about water <br />quality, and noted the City's catch basin at the end of <br />Twin Lake Trail runs into the lake. <br />Remerowski pointed out that sodding down to the lake <br />could occur if twinhomes were developed on the site <br />just as it could if single-family homes are developed. <br />Scalze pointed out that covenants can be put in place <br />just as easily for a single-family home development as <br />a twinhome development. The property does not have to <br />be developed as twinhomes in order for the development <br />to be environmentally sensitive. <br />Cora Remerowski reported that at neighborhood meetings <br />the idea of covenants for the single-family development <br />proposed in Vadnais Heights has been discussed. <br />Reierson asked to whose advantage it was to rezone the <br />property from R-1 to R-2. <br />Hanson pointed out that the property was once in Green <br />Acres, which is the lowest tax classification. Hanson <br />pointed out that the property will be developed at some <br />point. <br />Remerowski replied that the Twin Lake home owners are <br />not opposing development of the property, but are <br />opposing the rezoning to R-2. <br />Klidzejs felt that there would be more control and <br />variety of home types with individual property owners <br />than a town home association Klidzejs was concerned <br />about uncontrolled access to the lake and felt there <br />would be no one to police this if the property were <br />developed as town homes. Klidzejs felt that <br />sinqle-family property owners are more conscience of <br />people using their property to access the lake than <br />town home owners would be. <br />Klidzejs reported that in addition to the people who <br />are here this evening, there are other property owners <br />Page 17 <br />
