MINUTES <br />CITY COUNCIL <br />JUI,Y 28, 1993 <br />Osland asked why a contractor should be paid for work <br />that he has already done. <br />Morelan pointed out that Mr. Osland is asking the <br />Council to be judge and jury, but the Council does not <br />have all the facts. Morelan suggested that if a claim <br />is filed with the City's insurance company and <br />processed in the normal fashion, the facts will come <br />out. Morelan also pointed out that it is the City <br />Administrator's job to bring issues before the Council <br />and identify the ramifications of any decision that the <br />Council might make. Morelan pointed out that if the <br />work on the Osland property is completed to the City's <br />satisfaction, he would prefer to see Osland paid for <br />this work rather than a contracter. However, the <br />drainage work must meet City specifications to ensure <br />that the project will work. <br />COMP PLAN The City Administrator reviewed his report dated July <br />UPDATE 28, 1993 identifying potential funding sources for <br />update of the City's Comprehensive Plan. The City <br />Administrator suggested that the Council prioritize <br />this item as part of the goal-setting session or the <br />1994 budget process. If addressed in the budget <br />process, this item would show up in the Capital <br />Improvement document. <br />It was the consensus of the City Council to address the <br />priority for updating the Comp Plan as part of the <br />budget process. Morelan agreed with the City <br />Administrator's recommendation that funding for this <br />expenditure should come from the General Capital <br />Improvement Fund, however, noted that there will be <br />other items to prioritize for funding as well. <br />CITY The City Administrator referred to the letter in the <br />CE~ITER USE Council packet from Johanna Meath outlining her meeting <br />with the City Administrator and Parks & Recreation <br />Director. The City Administrator recommended that some <br />type of policy be adopted for use of the City Center by <br />the general public so that staff can be consistent in <br />handling the requests that are received. <br />LaValle asked if Presbyterian Homes had been contacted <br />for use of The Mayfield by the seniors' bridge club. <br />The City Administrator replied that he had discussed <br />this with Dan Lindh who felt the idea had potential. <br />Lindh was going to explore this with his activities <br />people and will get back to the City. Lindh is <br />out-of-town this week, and will contact the City on his <br />return. <br />Page 21 <br />
