MINUTES <br />CITY COUNCIL <br />JUI~Y 28, 1993 <br />RESOLUTION N0. 93-7-226 - APPROVING THE AMENDMENT TO <br />PLANNED UNIT DEVELOPMENT TO ALLOW FOR THE EXPANSION OF <br />AN EXISTING BUILDING AS WELL AS ALLOW A CHANGE IN THE <br />CURRENT PARKING PLAN FOR THE R& S AUTOMOTIVE PROPERTY <br />AT 38 WEST WOODLYN AVENUE SUBJECT TO THE <br />RECOMMENDATIONS OF THE CITY PLANNER AS CONTAINED IN HIS <br />REPORT DATED JULY 6, 1993 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Morelan, Hanson, Pedersen. <br />Nays (0). Resolution declared adopted. <br />PRELIMINARY The Mayor opened the Public Hearing to consider the <br />& FINAL approval of both Preliminary and Final Plat known as <br />PLAT - Fredrickshaven Second Addition which consists of 12 <br />FREDRICRS- single-family lots and two outlots, as well as a <br />HAVEN Variance for cul-de-sac length exceeding 600 feet. <br />Hanson noted that the Planning Commission voted in <br />favor of this proposal. <br />Dave Sorenson, Anderson-SOrenson Construction, appeared <br />before the Council to present the Fredrickshaven 5econd <br />Addition plat. Sorenson explained that the original <br />park charge recommendation had been amended by the <br />Parks and Recreation Commission. The Commission is now <br />requesting dedication of Outlots A and B, as well as a <br />cash dedication per lot. Sorenson noted that Outlot A <br />provides a 20-foot access to Outlot B which is the <br />large ponding area to the south. Sorenson noted that <br />the park dedication is the primary issue which changed <br />since the last discussion of the proposal. Also, some <br />minor changes have been made to some of the lots due to <br />DNR requirements. <br />Hanson asked if it was anticipated that the ponding <br />area would attract neighborhood traffic only. <br />Sorenson pointed out that initially the Parks and <br />Recreation Commission had talked about development of a <br />floating boardwalk in the ponding area. However, after <br />further review and the more pressing need for park <br />development in other areas of the City, it was thought <br />that the money would be better spent on other park <br />areas at this time. However, the outlots would be <br />dedicated at this time as a part of the plat. <br />Morelan felt the project was a good one, but asked if <br />the City Planner has had adequate time to review the <br />final plat. Morelan noted the number of contingencies <br />that both the City Planner and City Engineer have <br />recommended as part of plat approval. <br />Page 4 <br />
