MINUTES <br />CITY COUNCIL <br />J'ULY 28, 1993 <br />21MEND PUD The Mayor opened the Public Hearing to consider a <br />R& S request for Amendment to a Planned Unit Development <br />AUTOMOTIVE to allow for the expansion of an existing building as <br />well as allow a change in the current parking plan for <br />the R& S Automotive site located at 38 West Woodlyn <br />Avenue. The Mayor noted that the Planning Commission <br />voted in favor of this request. <br />The City Planner reported that his office developed a <br />concept site plan for R& S Automotive for illustrative <br />purposes. R& S then responded with a site plan that <br />more or less follows the circulation that his office <br />had suggested. The Planner felt the request provided a <br />reasonable opportunity for the City to see some further <br />site improvements on the property. <br />Louie Rustad, representing R& S Automotive, presented <br />an updated site plan drawning. <br />Morelan asked if Sandberg Road, as shown on the site <br />plan, had been developed. <br />Rustad replied that the road was not developed, but is <br />shown on the plan as a means of accessing property to <br />the north should it develop. There is a driveway on <br />Sandberg Road, however, which provides access to R& S <br />Automotive. <br />The City Planner reported that while he had not <br />reviewed the site plan submitted this evening, the plan <br />is a result of discussions with the applicant and his <br />request that screening, landscaping, and drainage <br />patterns be shown on the site plan. <br />There was no one else from the general public present <br />wishing to comment on this matter. <br />Upon motion by LaValle, seconded by Pedersen, the <br />public hearing was closed. <br />Morelan pointed out that the Planner's report refers to <br />sewer improvement to the property, and asked if this <br />issue was tied to the PUD amendment. <br />The Planner replied that he did not intend to tie the <br />two issues, but felt this was an appropriate time for <br />the applicant to approach the City with a petition for <br />sewer improvement. The Planner stated that sewer <br />improvement was not intended as a condition of PUD <br />approval. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />Page 3 <br />
